*1962年生于山东滨州
*1968年入滨州第一小学读书，期间对绘画产生兴趣。
*1973年入北镇中学读书，次年随本校赵紫林老师开始学习速写、素描。
*1978年入滨州地区图书馆工作
*1979年考入曲阜师范大学美术系 *1982年毕业考察时独自赴上海 ，对外滩建筑群及都市景观产生兴趣 并画了上海景观速写系列
* 1983年毕业后入滨州地区艺术馆工作
* 1983至1988年开始进行油画创作、期间创作《暖桥》、《村口》、《阵风》、《抽油机》等作品
*1988年入原浙江美术学院油画系进修。 1989年《忆沂蒙》入选第七届全国美展。
*1990年入滨州画院工作，期间主要从事美术活动的组织与事务性工作 1994年《腊月的晴日》入选第八届全国美展。 *1995被评为二级美术师，同年8月年调入苏州丝绸工学院工作（次年改为苏州大学艺术学院）开始苏州水乡风景题材的创作 1998年转评为副教授 1999年《阳光水乡》获第九届全国美展优秀奖 *2000年创作水乡作品系列。
*2002年，创作题材由水乡系列开始转入老上海都市题材的创作， 2003年，先后创作了《十里洋场》第一稿与第二稿，第二稿《十里洋场》参加第三届中国油画展精选作品展。
《世纪的回眸》获首届中国粉画展银奖
*2004年，继续延伸创作了上海都市题材的《信号台》、《有轨电车》等作品，《信号台》获第十一届全国美展铜奖，中国美术馆收藏。
*2005年，创作了以表现码头、船舶题材的《码头》、《海滩》、《游艇》、《巡洋舰》等作品。 2006年，《码头》参加了“精神与品格-------中国写实油画研究展，并被“北京国子监油画博物馆收藏；《风云十六铺》参加百家金陵油画展，出任苏州大学艺术学院基础部主任。
*2007年重点创作了表现船舶题材的《船系列》作品，参加在上海、南京举办的“走向本体-----江苏油画邀请展。《甬江码头》参加中韩油画邀请展《海滩》参加在中国美术馆举办的“文化江南------长三角油画邀请展”并被中国美术馆收藏。
*2008年 晋升为教授，创作《商船》《巡逻艇》等作品，《陆巷码头》参加“中国油画写生作品汇展”，《巡逻艇》参加“拓展与融合---中国现代油画研究展”，并刊于《中国油画》对本展览介绍的首页。
*2009年创作《海景房》《三江师范》《金陵机器制造局》等作品，九月赴山东滨州参加启蒙老师赵紫林美术馆开馆仪式《艺术界》封二作连续刊载介绍《致远舰》参加第十一届全国美展并获提名奖。
*2010年 正式调入南京艺术学院油画系工作，出任油画系主任。

*2011年 1月赴越南南部考察写生 3月在江苏凤凰艺都举办“张新权油画作品展”
4月《藩切写生》等3件作品参加凤凰艺都-越南写生作品展
5月《泊》等10余件作品参加在南京举办的“三人油画展”
6月《姑苏双塔》等6件作品参加在南京诸子美术馆举办的
“南京艺术学院小幅油画精品展”
7月赴德国、瑞典、丹麦等国家考察 8月《商船》等十余件作品参加题为“静默的诗意----范勃、任传文、张新权、戴平均4人作品巡展”在上海油雕院美术馆和9月在北京798灿艺术中心的展出。
